Our client, a leader in advanced defense and secure technology environments, is seeking a Facility Security Officer (FSO) to lead and oversee all industrial security, classified program compliance, and CUI protection initiatives.


This role is responsible for ensuring full compliance with government security regulations, safeguarding personnel and assets, and maintaining secure environments for classified and controlled information. The FSO serves as the primary interface with government agencies and plays a critical role in supporting classified contracts and cybersecurity compliance frameworks.


Key Responsibilities

Industrial Security Management

  • Administer and maintain compliance with the National Industrial Security Program (NISP) in accordance with 32 CFR Part 117 (NISPOM)

  • Manage Facility Clearance (FCL), including sponsorship, documentation, and ongoing eligibility

  • Oversee Personnel Security Clearances (PCLs) using DISS, NISS, and eAPP systems

  • Coordinate classified information systems and support RMF compliance with IT/cybersecurity teams

  • Conduct self-inspections and support DCSA audits; implement corrective actions

  • Develop and enforce SOPs, Security Plans, and Emergency Action Plans (EAPs)

  • Manage classified visit requests and visitor access through DISS

  • Investigate and report security incidents in accordance with federal regulations

Controlled Unclassified Information (CUI) Compliance

  • Implement and enforce CUI protection policies in alignment with:

  • 32 CFR Part 2002

  • DFARS 252.204-7012

  • NIST SP 800-171

  • CMMC Level 2+

  • Ensure proper marking, handling, storage, transmission, and destruction of CUI

  • Partner with IT to secure CUI systems (encryption, MFA, audit controls)

  • Deliver employee and subcontractor CUI training programs

  • Conduct risk assessments and support CMMC/DoD audit readiness

  • Manage incident reporting within required timelines (e.g., 72-hour DFARS requirement)

Insider Threat & Training

  • Serve as Insider Threat Program Senior Official (ITPSO)

  • Develop and maintain Insider Threat Program (ITP)

  • Deliver annual security, insider threat, and CUI training for all staff

Collaboration & Customer Interface

  • Serve as primary point of contact for DCSA, DoD customers, and prime contractors

  • Partner cross-functionally with HR, IT, Legal, and Program Management

  • Support subcontractor security compliance and CUI flow-down requirements


Qualifications and Job Information

Required Qualifications

  • U.S. Citizenship; eligible for or active Secret Clearance (or higher)

  • Bachelor’s degree in Security Management, Cybersecurity, Criminal Justice, or related field (or equivalent experience)

  • 5+ years of experience in industrial security within a cleared defense environment

  • Strong knowledge of:

  • NISPOM (32 CFR Part 117)

  • DISS / NISS systems

  • Government security compliance frameworks

  • Experience with CUI regulations, DFARS, NIST SP 800-171, and CMMC

  • Proven ability to lead audits, investigations, and training programs

  • Excellent communication and organizational skills

Preferred Qualifications

  • CDSE FSO Program Management Certification

  • Insider Threat Program Certification

  • ISP (Industrial Security Professional) or CPP certification

  • Knowledge of ITAR/EAR export controls

  • Experience with SCIFs, TEMPEST, or secure facilities

  • Experience supporting RMF and CMMC assessments under JSIG guidelines
